Two of my daughters worked on this tree. After the fourth tier was done, DD wasn’t sure how to finish the top, so I did that part.
It will stand on a candlestick…haven’t decided which one yet. I saw two similar to it at “Making the Moments that Matter.”

They don’t give much actual how-to, though.Â
It’s an easy process. Use a styrofoam cone in the size you want. Hot glue the candy canes, upside down to the cone, beginning at the bottom. We used small 3″ candy canes. Add as many layers as your cone allows. Hot glue round mints to the top for the tree topper. If needed, the tip of the cone can be cut off by an inch or so, to allow a place to glue the topper.

Camille, I think the 12″ would work, but you may have to break the canes to make them shorter to fill the top. I hope it works for you! ~~Rhonda 🙂
